👨‍🏫 Tutorial Minimum time between new thread, conversation & post

Users will have to wait this many seconds or minutes between posting a thread, having a conversation, and posting a reply.
Limits the number of threads or posts a user can make in a predefined amount of time.

• Minimum time between discussions (threads and direct messages):
  1 per 5 minutes
  
  
• Minimum time between messages
  1 per 20 seconds
