As far as I know, there are only 2 candidates who run for Congress in the 6th District of Manila. Naging stray vote yung mga boto ni Uy after Comelec voided his COC, which means Abante is the ONLY REMAINING QUALIFIED CANDIDATE with valid votes. Since there were no other candidates, Abante was not a "second placer" but the sole candidate with valid votes, making his proclamation as the winner consistent with the majority rule and the Comelec’s authority under Section 78 of the Omnibus Election Code.

Balik ko sa iyo yung tanong, may iba pang candidate bukod kay Uy at Abante? Kung wala, then it's not valid because he is the only qualified candidate with valid cabdidate. Unless kung maglalagay ka ng ghost candidate, automatic nasa second place si Abante.
