Nos. 137355-58, 25 September 2007), the Supreme Court ruled that the Sandiganbayan has “exclusive and original jurisdiction” over alleged violations of the Anti Graft and Corrupt Practices Act committed by high-ranking officials — specifically including municipal mayors such as Guo.
