Let me make this clear. I am not looking for changing wifi IP address.

Does anyone know an android app or how to change local IP address for a phone that is provided by a phone network carrier DHCP?
Example my IP address now is 10.1.60.78 and I want to change it to 10.4.34.90

Your help will be greatly appreciated.

None. Not possible. On/off data only. Not unless rooted phone use ip hunter
