This is my private method (Should have been private only) and I'm sharing it for free so at least please consider following me for support. I have only tested it on PayPal and It works but It might also work on other websites.
1st Method:
1. Make a new Google profile call it "Temporary" or something.
2. Install these extensions You do not have permission to view the full content of this post. Log in or register now. and You do not have permission to view the full content of this post. Log in or register now. also You do not have permission to view the full content of this post. Log in or register now.
3. Close ya'll tabs then using the "Click and Clean" extension check everything then clean it all.
4. Do this method Tutorial - Free UHQ proxies. REPEATABLE and get a UHQ proxy.
5. Get a random proxy from it then check it on these websites:

6. If it says "Low Risk", "Fraud Score is 0" and it has no blacklist then set it on the "Proxy SwitchyOmega".
7. To set it, click the "Proxy SwitchOmega" icon of the extension, then click "Options" after that click "Skip Guide", navigate to "proxy" on the left side and set the server and port. Make sure the protocol is "HTTP".
8. Do the step 3 again then click the "Proxy SwitchOmega" icon again, after that click "Proxy" then navigate to PayPal login. AFTER CONNECTING TO THE PROXY CHANGE YOUR USERAGENT USING THE EXTENSION TO SOMETHING RANDOM BUT MAKE SURE IT'S CHROME.
9. You can double check If you're connected to the proxy by visiting You do not have permission to view the full content of this post. Log in or register now. and the IP has changed. After that login with the account using that proxy.
10. Magic.
2nd Method:
IF THE FIRST METHOD DIDN'T WORK YOU NEED TO TRY AGAIN AFTER 1 WEEK SO IT WONT GET LOCKED UP, If the 1st Method doesn't work then this will be your last choice, It's a bit hard though because you need to connect to a UHQ IP that is near to the PayPal account's owner IP location.
For this to work, you need to know the PayPal account's owner location even If you can't get his IP location at least know his city, If not then knowing his country is enough.
1. Do the "1st Method" from step 1 to step 3 only.
2. Get some UHQ proxies then check the proxies location here You do not have permission to view the full content of this post. Log in or register now.
3. If you found a proxy that is near the PayPal account's owner location then do the "1st Method" step 5 until the last step.
4. Magic.
