Based on the information you provided, it seems that your Poco X3 Pro is experiencing the "deadboot" issue, which is a common problem among smartphones. The device is not able to boot up and is stuck in a Qualcomm HS-USB QDLoader 9008 mode.

There are several reasons why this issue may occur, including software or firmware corruption, hardware damage, or a failed system update. In some cases, the device may need to be reprogrammed or undergo reballing, which involves repairing or replacing the internal components.

Before considering reprogramming or reballing, you may want to try some troubleshooting steps to see if you can fix the issue. Here are some things you can try:

1. Perform a hard reset: Press and hold the power button and volume up button simultaneously for 10-15 seconds until the device vibrates and restarts.

2. Try booting into safe mode: Press and hold the power button until the "power off" option appears. Tap and hold the "power off" option until "safe mode" appears on the screen. Tap "OK" to enter safe mode.

3. Connect the device to a PC and use recovery software: Download and install recovery software such as "Mi PC Suite" or "Mi Flash Tool" on your computer. Connect your device via USB to the computer and follow the instructions to reinstall the firmware.

If the above steps do not resolve the issue, then it may be necessary to consider reprogramming or reballing the device. You can take it to a professional technician who can diagnose the problem and provide a solution.
