Balabolka
is a Text-To-Speech (TTS) program. All computer voices installed on your system are available to Balabolka. The on-screen text can be saved as an audio file. The program can read the clipboard content, extract text from documents, customize font and background colour, control reading from the system tray or by the global hotkeys. Balabolka supports text file formats: AZW, AZW3, CHM, DjVu, DOC, DOCX, EML, EPUB, FB2, FB3, HTML, LIT, MD, MOBI, ODP, ODS, ODT, PDB, PRC, PDF, PPT, PPTX, RTF, TCR, WPD, XLS, XLSX.
The program uses various versions of Microsoft Speech API (SAPI); it allows to alter a voice's parameters, including rate and pitch. The user can apply a special substitution list to improve the quality of the voice's articulation. This feature is useful when you want to change the spelling of words. The rules for the pronunciation correction use the syntax of regular E×ρréššions.
Balabolka can save the synchronized text in external LRC files or in MP3 tags inside the audio files. When an audio file is played with players on a computer or on modern digital audio players, the text is displayed synchronously (at the same way, as lyrics for songs).

Matagal na itong free TTS GUI to convert text to audio, etc. kaya kailangan din ng basic to advanced TTS engines to function like Microsoft Speech API, Loquendo, AT&T, Nuance, RealVoice, Acapela, atbp. Kailngan ay naka-install ang mga yan sa PC ninyo in order for Balabolka to detect it. Saka ko na ilalagay yung mga extra TTS foreign languages since this thread is for Tagalog TTS seekers.

Since wala pang available na Tagalog TTS engine, we will use the cloud service option of Balabolka. Here's the guide:
Download and extract the portable version.
Open Balabolka GUI and click Tools/Use Online TTS Service.

Type your narrated Tagalog text and select the path of your project.

Use either the Google (1) and Google (2) FREE online service to convert your Tagalog narration to Balabolka's supported formats- wav, ogg, mp3. etc.

Desente naman yung tunog ng resultang boses. Pero kung meron kayong API key, yung mas high quality TTS ng Google Cloud ang pwede ninyong gamitin.

Sa "Settings" sa babang-kanan ay pwede ninyong ilagay yung proxy server ninyo.

Hindi naman robotic dahil pre-trained yan for Filipino language. Pwedeng pagtiyagaan yung Tagalog audio kahit pa mga earlier releases. Yan yung "Basic/standard" TTS nila sa Tagalog though an older version. Yung "Wavenet" ang premium sa pagkaalam ko. Kung may alam ka sa audio, kaya mong i-enhance yan using DAW (digital audio workstation) or with any audio enhancement plugin if you know what I mean. Matrabaho lang. Subukan mo muna para ikaw na yung humusga. Libre naman yung dalawang server at libre rin yung Balabolka. Basta may net ka lang na malakas ay ok na. Yung binanggit kong TTS projects (na tatlo sa baba) ay katulad ng ginagamit din ng Google Cloud TTS dahil open source yung Deepmind projects. "DeepMind WaveNet Technology" uses an advanced technology of the Tacotron engine to be exact. Kaya lang, ikaw yung gagawa ng training data sets sa speech synthesis ng TTS na i-customize mo dahil di pa supported fully yung Filipino sa open source projects though possible na magkaroon sa 3rd link. Wala pa akong alam sa finished projects para dyan dahil sa ibang AI ako nabaling dahil sa limited hardware capability. Parehas din yan ng voice cloning AI softwares na gumagamit ng malaking database ng test voices para gayahin niya like the original - tulad ng boses mo. May guides naman yan pero mas mainam ay gamit mo yung malakas na graphic card instead of cpu. Not suited for a beginner. Ito yung tatlo.

Kung marunong kang gumamit ng python, Visual Studio, atbp., i-mix mo yung ideas sa tatlong link at related projects sa loob nyan (deepvoice, tacotron..etc.) at baka makagawa ka ng sarili mong TTS. You just need a good graphic card or a fast cpu to test.

Yung premium ay 19 dollars a month (for 100 voiceover downloads + extras) at may option to use premium voices including high quality Tagalog TTS.

Ang isa pang option is to use any "gTTS" projects/modules sa github.com. Google TTS kalimitan yan (though mostly not related to Google cloud) using a bunch of platforms. I-type mo lang sa search box yung "gTTS" para makapili ka ng kaya mong gamitin for your Tagalog TTS. Basta ang language utilization code na gamit ay "ph" para sa Pilipinas ( like "en for US) ayon sa code command dyan. Scroll mo lang yung list. Nasa iyo na yung options. Sa python ang pinakamadali.

Another is just use a TTS browser extension. Then record while it reads.

Marami pa sigurong possibilities. I'm just guiding you to every available path.

Sa Google Cloud lang ang best sa lahat ng TTS premium sa Tagalog - wala ng iba. Kahit yung free Tagalog TTS nila ay your best option to anything free anywhere. Kalimitan sa ρáíd services ay GTTS din ang gamit, dahil wala silang sariling FILIPINO TTS. Di doon ka na lang sa original. Matagal na akong TTS tester (commercial and free) at yang Google lang ang naglabas ng decent engine para sa Pinoy language phonetics. Kaya lang, sa android sila nag-release using a cloud service, hindi sa offline software installation.

Pero yung 2nd option dyan is just use a real time automatic audio enhancer sa pc mo like FXsound, Boom 3d, Bongiovi DPS or the like while playing your mp3 voiceover and recording it simultaneously - get the idea? Mag-umpisa ka sa Audacity tapos maghanap ka ng tutorial to improve audio quality. At least makakatulong yon. Kahit nga yung commonly used na VLC media player ay meron option na ganyan to get the same effect. Kaunting methodology lang, less work with fast results eka nga.

Yung option to train ay kung ikaw mismo ang mag-experiment sa open source projects sa github na sinabi ko para ma-convert mo yung existing TTS engine nila to a Tagalog version. Kung wala kang malakas na hardware at open source experience forget about this and focus on the "readymade" options.

Yung initial tweaks sa commercial TTS (Standard/Wavenet) ay magiging active lang like speed/pitch control kung may API key ka na using Balabolka. Yung iba pang tweaks ay maa-access mo in detail kung doon ka mismo sa account mo sa Google Cloud services gagawa using the ρáíd version. So, yung "test.txt" yung Tagalog file na babasahin using Tagalog language. Ang limit siguro nito ay up to 5000 characters. Kayo na yung mag-adjust!
Assuming you have python in your system, install it using pip and follow the basic guide. Sa command line, "drop to dos" kayo sa inyong gTTS working folder, then just use this basic script or bat file if you like.

Alternative lang po ito sa Balabolka (kaya back-up lang) dahil ito yung method na gamit din dyan sa "Google 1".

Sa ibang languages, halos perfect na yung TTS nila for free sa ganitong platform. No need to buy premium TTS ng mauso na itong deep learning ng opensource Deepmind projects sa github - for gaming, video, audio, medicine, etc...

Noong kasagsagan ng SAPI5 (back in 2007), noong panahon pa ng MBrola, Festvox, Espeak. atbp. maging sa Microsoft, walang nag-interes sa Pilipinas na gumawa ng phonemes para sa Tagalog kaya walang TTS tayo hanggang ngayon until Google made one in a different platform. Commercial TTS developers didn't even try to develop for our language. Binanggit ko rin ito sa isang DepEd official noon pa na ka-batch ko sa high school ('82), ni hindi nga familiar sa "tech" na ito and didn't bother to promote it - 2007 pa yon. What more can we expect. Hanggang "robotic" Tagalog lang yung nagkalat as you mentioned he he. Nahuhuli tayo kaya yung may pera lang ang makakagamit ng premium services sa atin while developed countries can use their freely available high quality voices na provided ngayon sa opensource projects. And many people are still unaware of this!

Record ninyo na lang in parts while using the Premium Wavenet Filipino voices sa PC ninyo while it plays in the background. I use Cockos Reaper, but you can use any software that you are familiar with like the default Windows recorder. Gamit kayo ng VPN in case lang na magka- limit but delete all browser data first. Naka-10x na ako pero tuloy pa rin yung text to speech service in autoplay.

Opo. Parehas din yung process ayon sa sinabi ko na sa first post using online TTS service with Balabolka GUI - under "Tools". Type your message, tag a name for the audio file (*.wav or *.mp3 as sample), check your preferred TTS service (like Microsoft Azure - free or with API key if required), select your preferred language (plus other settings you may want to edit from the service), then click save and wait for it to finish. Ganoon kasimple.

Doon naman sa gusto lang ng TTS habang mag-browse, just use a Text to Speech (TTS) browser extension na gusto ninyo for Chrome, Firefox or Edge. Marami dyan, supported din yung Tagalog. May developers na nagbibigay ng permiso muna, say sa Google Cloud Services (or commercial type) bago kayo pagamitin ng premium TTS voices.

Get the extension, then edit the extension options (choose your preferred language, and other parameters if you like), click "test" to verify....In case it requests you to ask "permission" or to "sign-in" (usually for free), just finish the request to use the voice. Wala akong naging problema sa apat na Tagalog Google Standard Cloud Voices + isang free Tagalog Google Translate voice. Di naman nanghingi ng API key. Kapain nyo na lang. TAGALOG ALTERNATIVE:

Yung Microsoft Azure sa balabolka, pwede rin gamitin without API key para sa kanilang Filipino TTS di tulad sa Google cloud service na required. Yung sa MA ang best sa TTS sa lahat. Pero kung may APi-key ka using free tier account ng both, pwede rin sigurong gamitin yung sa Google with neural AI.

English Alternative:

Maraming alternatives dito kung gusto ninyong mag-test sa bahay pero di ko alam kung OK yung TTS engines sa Tagalog. Sa github maraming lumalabas na projects. Ito yung isa na madali dahil may released version for Windows kaysa sa iba na gagamit ka pa ng python at kanyang requirements.Di lang ako sure kung required sa inyo yung tensorflow.

Kahit si Biden, Obama, Trump atbp. ay nandiyan para sa inyong TTS he he. Ang alam ko ay pwede yan for GPU and CPU. Be sure pasok kayo sa requirements. Wala akong problema kahit yung app ay cpu lang ang gamit, pero mabilis siya sa gpu.
Kaya ko lang binanggit dahil supported niya yung Coqui-TTS na sinusubukan ko rin.
Huwag ninyo lang habaaan ng masyado yung text para di maghingalo pc ninyo he he.
