Please check if you have more than one antivirus on the computers. IF there are more than one antivirus like Mcafee, Norton, CA, Webroot, AVG, AVast or others, they fight with each other.
You can check it as under:
Please click start, click Control Panel, click Programs and Features and then find the programs installed. Remove one antivirus if you have 2 of them.
Step B:
B. Please stop the startup programs to load automatically. This will make the computer boot quickly.
Please click Start, in the search box, please type msconfig and hit Enter. You will see system configuration utility. On this on the top right hand side corner, please click Tab Startup. Now, at the bottom on the right hand side, please click Disable All . Please click Apply and OK. Now, you will see an option, Restart. please click Restart.
C. Please remove the devices like printer, scanner, camera, USB stick from the computer
D. Please click start, in the search box, type cmd , you will see cmd in black color at the top. Right click on that cmd and click Run as an Administrator. Now, click continue. On the black screen type sfc /scannow and hit Enter.
E. Restart the computer in safe mode with networking and check if it works fine there.
How to restart the computer in the safe mode with networking:
Turn off the computer. As soon as you restart the computer, IMMEDIATELY start hitting F8(You will find this key on the top-line of the keyboard). Now, by using up and down arrow keys on the keyboard, please choose Safe Mode with Networking. Now, hit enter twice.
Please login to your user account.
F. Some hidden malware/spyware/adware could be causing this issue:
I suggest you to scan your computer using free version of Super anti-spyware software. This will remove all of the malwares, spywares and viruses from the computer.
Note: If you already have installed Anti-virus programs like Norton, mcafee, CA, kaspersky on the computer, still I suggest you to download and install Super anti-spyware as the Anti-virus program does not remove Malwares/adwares/spywares effectively.

gaya nga nang sabi mo sir nag bubukas ka nang maraming apps nag mememory try mo update ung drivers mo
Pasok ka na lang muna sa SAFE MODE, by pressing F8 several times when restarting windows, there you can disable the "Startup and Recovery" in system properties-advance-settings-system failure uncheck automatically restart. If fails insert windows and try to boot with it and repair the os.
