I'm not familiar with that specific modem but by any chance is there an option called "Client Isolation" or "AP Isolation"? If there is, just turn that on, it makes sure that the wifi clients are invisible to one another. Or just turn on "ARP Protection" if there's also that option.
 
There is no Client or Arp isolation or creating a guest network in this PLDT router.

I did some reading, I'm guessing it would need a switch.

I also read that setting up the second router this way will make the devices connected to them not see each other:

but the netcut user in the Main Router would just spoof the ip or mac of the Second Router because the 2nd router was only giving 300Kbps speed when the netcut user is online. I don't know how he could see the 2nd router, maybe he's using another software.
 
I think it would be better to make the netcut user connect to the 2nd router and make sure that they are separate networks. Turn on dhcp on both the main and second router, do not use the second router as a relay network, you'd need to turn on dhcp on the second router and connect the netcut user there
