This depends on the type of website. If the website only needs to display "Hello World" message. That can be done in quickly like less than 10 mins.

If you are building enterprise level website, well that would take good planning, months of execution, and multiple teams.

Just Google it and you will find "simple" html tutorials. Start with copy/paste. That's common with programmers. Then modify the contents. Experiment with moving the elements.
