If you have background sa programming paps, you can create your own Bit.ly or URL shortener 
Simple HTML/CSS + PHP/MySQL then you are good to go na.
Or buy a simple hosting and domain sa NameCheap.com then install ka lang ng wordpress then search ka sa plugin directory ng "URL or Domain Shortener" BOOM! Your Done!

Good question, ang idea is. Register a domain and hosting account first.
From here, ang logic behind short url ay..
- let user enter their link
- save on your database
- generate a short character which will be hosted on your domain and hosting account
- once generate, you will save it again to your database
- at this point you should have short url ans user link
- if user access short url, create a script that will redirect users to from short url to desired user link
