Let's say,you'd like to build RESTFul APIs only, you can go for Slim framework. It has good OAuth support.

Ground-up application development, you can go for Laravel, Magento CogeIgniter, or CakePHP. But there's more.
There's also Zend and Symfony.

There's no "best" framework, it all depends on how you'll use them and how they match your style, SDLC, architecture, etc.Each of them has their own pros and cons; and different learning curves.
 
No such thing as best framework. Choosing the right framework highly relies on the project requirements and use case, but must also consider the following as criteria.

1. Team knowledge
2. Developer community support and ecosystem
3. Clear documentation
4. Framework maturity
5. Licensing
6. Learning curve
7. Framework extensibility
