Portable version yung kay peejhay03, kaya extract mo lang kung saan. Sundin mo lang yung sinabi niya using compatibility mode.

Dyan mismo sa forum nila makikita mo yung iba pang tips to play RA2/YURI'S REVENGE even in offline mode.(Note: Most people experience good results using desktop mode - hindi sa full screen. Test mo rin sa D3D or OpenGL graphics.)
Kung malas ka pa rin, try to google "RA2 Yuri's Revenge Windows10 fix".
RA2 is an old software and not updated anymore. Hanggang WinxP lang yung support ng authors nyan. Yung compatibility fix yung unang method to try to run it on later Windows version. The rest are 3rd party fixes which can work on a case-to-case basis depending on present HW, graphic card+drivers, and Windows setup. Trial and error na lang po.

Ang masasabi ko lang bosing, CNCNet client installer works fine sa pack ni peejhay03 at kanit ano pang repack, pero sa Windows 8.1 64-bit ko lang na-test ito para dyan. Yung sinabi kong fixes sa magkahiwalay ay OK naman sa Win10 64-bit pc ng kapatid ko kaya di ko na ginamitan ng CNCNet. May limitation kasi yung OEM laptop ko for Win8 only. Sundin mo lang yung instructions ng installer. Usually, ituturo mo lang yung path ng RA2/YR mo doon.

Final tip na ito kaya bahala ka na sa huli. Maraming links yan for other fixes na pwede mong subukan. I hope ay buhay pa mga yon, or else ay magbaka-sakali ka using Wayback Machine (archive.org) kung patay na yung site. I assume you know this option as net user.
(Fully patched version na yang pack ni peejhay03, at minor fix lang yung gagawin assuming the game is still compatible to your pc setup. Try mo na lang at maraming Win10 users ang nagsabing ok naman sa kanila. I hope this helps.)
