If you're using SE it will not work, it will be grayed out. because your default network was change to VPN. Unless you have a working internet that does not require SE it should not be a problem.

You could also use the CMD for creating a hotspot.

SE gamit ko before ako nag update to 1803 hehe, okay naman si hotspot dati via SE,
