(2) The party-list representatives shall constitute twenty per centum of the total number of representatives including those under the party list. For three consecutive terms after the ratification of this Constitution, one-half of the seats allocated to party-list representatives shall be filled, as provided by law, by selection or election from the labor, peasant, urban poor, indigenous cultural communities, women, youth, and such other sectors as may be provided by law, except the religious sector.

by that, what happens po to the other half?

baka yung substitute.. kasi sa partylist usually 3 tao yan

ang tinutukoy kasi dito sa pagkakaunawa ko ay ay ang kabubuuan ng allocated seats sa partylist which is 20% at ang half ng 20 ay 10, it means kaylangan mapunan kahit man lang minimum 10% yung allocated na 20% sa partylist.

pero sa pagkaka alam ko karaniwan hindi ito nasusunod since madalang ang bumoboto sa partylist, kaya di naaabot yung minimum required na atleast 10%, maliban na lang cguro kung marami partlylist na nakakuha ng 2% vote, pag kasi nakakuha sila ng 2% vote automatic na magiging tatlo ang kinatawan nila sa house of representatives
