plebiscite

Referendum binding to the govenrment. More on constitutional issues. Plebesite matter of advisory in nature. Not compulsory on the part of the governnment to act upon. Basta ganyan yan medyo nokalimutan ko na. Sayang
 
I think this topic might be good in tagalog..nung college days tinatanung ko attorney teacher ko hindi na ko pinapansin .sabi ko sir explain mo saming mga pilipino.
 
Maraming kumplikasyun kasi synonimous na parehong pinagbobotohan. Pero may mga factors na hindi naman pareho talaga sa proper usage.
Ang referendum is a vote of the masa all to a particularly very major change like in a constitutional change na para bang ito ay initiative talaga ng masa o demand ng common tao strongly na pinipwersa ang mga awtoridad sa gobyerno na pagtalunan, pagbotohan ang isang napaka-importanteng bagay na national in scope para ito ay mabago.
Ang plebiscite is not at all usual initiated largerly by the force of the common tao o masa. Ang plebiscite ay initiated by officials or lawmakers in the government, sila-sila na mga representatives kuno ng mga tao ang ang nagmando sa kunyari e kailangang baguhin. Ang plebiscite ay usually minor or supposed to be much minor in scope of change than a referendum.

So to effect for example, it would be a national scam if the federalization of the Philippines is forced by Congress ( branches of government by politician will ) through a plebiscite when in fact the people themselves don't understand what federalization is for or what it means.

Refendum is act to vote a presidential state.

while Plebescite is act to vote a provincial state.
