Windows 11 OOBE Bypass — Local Account Setup
Use these steps during a fresh Windows 11 installation when you want to continue setup without connecting to the internet or signing in with a Microsoft account.
Steps
1. Start Windows 11 Installation
Proceed through the normal Windows 11 installation until you reach the screen asking you to connect to a network.
2. Open Command Prompt
Press:
Shift + F10
A Command Prompt window should appear.
On some laptops, you may need to press Fn + Shift + F10.
3. Run the OOBE Bypass Command
Type:
OOBE\BYPASSNRO
Then press Enter.
4. Let Windows Restart
Windows will restart automatically and return you to the setup process.
5. Continue Without Internet
When you reach the network setup screen again, select:
I don't have internet
Then select:
Continue with limited setup
6. Create a Local Account
Windows should now allow you to create a local Windows account instead of requiring a Microsoft account.
Enter:
- Your preferred username
- Password (optional, depending on your preference)
- Security questions, if prompted

OOBE\BYPASSNRO
OOBE = Out-of-Box Experience
This command is used during Windows setup to enable the option to continue setup without an internet connection.
