Tail wagging communicates emotional arousal, but that emotion isn't necessarily happiness.
Dogs can wag when excited, uncertain, anxious, threatened, or socially engaged.
Tail height, speed, stiffness, direction, posture, ears, facial E×ρréššion, and the surrounding situation all contribute to interpreting the signal.
Approaching an unfamiliar dog simply because its tail is moving can therefore be a mistake.
The entire dog's body tells you much more than the tail alone.
