Philippine Coast Guard (PCG) spokesperson for the West Philippine Sea Rear Admiral Jay Tarriela reiterated that the Philippines does not need to seek permission from China to conduct operations within its Exclusive Economic Zone (EEZ). The response was made after the Chinese Coast Guard (CCG) stated that they were allegedly allowed the medical evacuation of two wounded members of the Philippine Navy as a humanitarian consideration.
According to Rear Admiral Tarriela, the Philippines does not need and will never ask for permission from China to transfer or execute a mission for its personnel within its own territorial waters.
Tarriela emphasized that Ayungin Shoal lies strictly within the EEZ and continental shelf of the Philippines, based on the 2016 Arbitral Award under the United Nations Convention on the Law of the Sea (UNCLOS).
He also reiterated that China has no legal rights over the territory; the BRP Sierra Madre stationed at the Ayungin Shoal is a commissioned vessel and is legitimately situated within the Philippine territory.
He noted that what is truly îllégâl is the continuous intrusion of the Chinese Coast Guard into waters outside of its jurisdiction.
Tarriela further highlighted that the medical evacuation was conducted for the Philippine soldiers who were injured after being struck with batons by CCG personnel on July 20 near BRP Sierra Madre.
PCG vessels BRP Melchora and BRP Malapascua arrived at the Ayungin Shoal for medical evacuation. However, the CCG allegedly attempted to block the operation by deploying rigid-hulled inflatables and executing blocking maneuvers against PCG ships. Despite harassment, the PCG successfully completed their mission.
