Steam Downgrade Guide
On December 20, 2025, Steam officially pushed a new Steam version.
At present, library/import tools have not yet adapted to this version.
The reason Steam Tools doesn't work is because, back then Steam was running
at 32bit. Now the new Steam version is in 64bit.
Follow the steps shown in the images below:
Open Steam → click Help → click About Steam.
If your Steam version shows December 20, then you need to downgrade.

1. Download the downgrade tool

2b. Online Mode. Open Powershell (windows Icon>Search Powershell>Open), paste this:

3. Check your version, it will now show Nov 22 or 18, 2025.
4. Next, prevent Steam from updating. Create a steam.cfg (notepad) and paste this "BootStrapperInhibitAll=Enable" without "". place the steam.cfg file inside the root of steam folder.
5. Finally, clear the download cache of your Steam. (Open Steam> Settings> Download> Clear Download Cache.
