Who started the free college tuition?
Senator Ralph Recto first filed SBN 2986 (Tuition Free Higher Education Act of 2015) on October 6, 2015, then Kiko Pangilinan filed SBN 962 ( Tuition-Free Higher Education Act of 2016) on January 8, 2016 both during Aquino’s term, followed by Senate Bill No. 61 (Free Public College Tuition Act of 2016) on June 30, 2016 by Ralph Recto. On the same day, Bam Aquino filed Senate Bill No. 177 (Free Higher Education for All Act). These, along with similar measures, were consolidated into Senate Bill No. 1304 on January 23, 2017, with Recto as author and Bam as co-author and principal sponsor.
President Duterte signed this into law as Republic Act No. 10931 on August 2, 2017, recognising its value regardless of political origin.
We should appreciate programs that truly serve the people, no matter who proposed them.

Just think of it like a thesis, there is a researcher and a panelist. Each presence is required - but who defended, made, and put efforts to that research? It's not the panelist, and they don't claim that it belongs to them, they're there to review, evaluate, and ultimately sign off on it. In a political way, Bam Aquino raised the bill, debated it. Duterte is the one who signed it and found ways to make it a law. Both played a role for making some sacrifices to make it a law— But let's be clear: the law wouldn’t exist without the lawmaker who conceptualized and drafted it in the first place.
And for the record, Bam Aquino never took sole credit. In fact, there's a video of him publicly thanking former President Rodrigo Duterte and the co-authors of the bill. He acknowledged that it was a collaborative effort.

digong can actually veto it if he doesn't like it, digong is not obliged to approve it just because Bam initiated it, both the initiator and the approver are equal, digong only acts on his discretion, bam cannot do it by himself alone, he needs to make sure he has the numbers to secure success of his initiative, it's a democratic process after all
Bam and others give effort to put it in law, duterte just signed it. period.

yung point ko, nothing is a one man show in a successful passing of a bill, some bills actually waited for another president and legislative composition just to pass it, pag di gusto ng president and the legislative seats wala talagang magagawa ang initiator diyan, not every bill that gets initiated is automatically approved
yes he's part of it kasi he signed it, but who puts effort to make it in a law nga??
i said nothing is a one man show, bam is credited for initiating it, but initiation is not the only requirement in law making

yes may mga bills na inihain sina Recto at Kiko noong panahon ni PNoy pero hindi yan naging batas kasi hindi naipasa ng kongreso kaya walang umabot sa mesa ni PNoy para pirmahan.
pagpasok ng bagong kongreso 2016, back to zero lahat kaya nag file ulit sina recto at bam, doon sa pinag isang bill, si Bam Aquino ang naging principal sponsor at committee chair, siya ang nag depensa, naghanap ng budget, at nagtulak hanggang pumasa.
so yes, maraming may ambag pero kung tanong mo ay sino talaga ang nagsulong at nagbanat ng buto para maging batas? hindi po si google, kundi si Bam.
ang problema kasi madali mag copy paste ng link pero mahirap magbasa. try mo minsan baka ma enjoy mo, di yung nag lalapag ka ng link di mo naman pala naiintidihan haha

the crediting of duterte is due to the fact na meron previous initiation sa previous admin which was not able to pass it into law, diyan hinuhugot ang credit ni digong, at di naman solo ni digong yan kung digong's administration yan or digong's time kumbagaohh yun naman pala ehh, then all of youd dds should not give all the credit to duterte.

hindi yan swerte! si Bam ang naglagay ng appropriation line sa batas para may pondo talaga, si dutae? siya lang ang pumirma ng GAA na inaprubahan ng kongreso dahil may nakahanda nang bills na may earmark. trabaho yan hindi magic. masyado kang dumidila sa pwet nga mga politiko mo haha
as i've said, hindi sa support ni digong hinuhugot ang credit niya bossing, the crediting is due to the fact that of all administrations ay sa kay digong lang naging successful yung bill, it has nothing to do with digong's opinion since the fact that he signed it into law is already an un-contestable proof of his support, hindi yung wala daw mention si digong sa SONA niya haha
actually digong is not obliged to approve the GAA bossing, we all know he has the discretion for approval or veto in that case

It doesn't mean na sa kanyang administration lang naging succesful yung bill na 'to ay bibigyan nyo na ng full credit. "Yes naging part sila nito" pero yun lang
