the intention of every politician will not matter actually, kahit pa pagnanakaw ang intention di pa rin yan mauupo sa pwesto if walang intention ang tao na paupo-in sila, so if binoto sila ng tao tayo magagawa since that's how democracy works, intention ng tao will dominate regardless of candidate's intentions
