Ombudsman and then SALN na siguro (pero this is unreliable since pwede ipangalan sa "driver" lahat), SGV or PwC pwede din mag audit pero kung magaling yung nag document magiging same padin yung result, NBI+telcos and PNP to gather evidence sa mga text messages or private chats upon warrant and authorized wiretapping for subsequent chats/msgs, and investigate the companies/parties involved with funding.
Pero I think mahihirapan iprove ito even if guilty since may long track record ang pinas na di nakukulong mga corrupt. kahit na audit at SALN na wala padin "evidence" ng corruption kasi nasa "driver" or sa "boy" nakatago lahat ng assets eh, tapos nagkakatalo nalang sa votes.
