Victor D. Rodriguez and several others (Petitioners) are challenging the constitutionality of Republic Act No. 12116 or the ๐๐ฆ๐ฏ๐ฆ๐ณ๐ข๐ญ ๐๐ฑ๐ฑ๐ณ๐ฐ๐ฑ๐ณ๐ช๐ข๐ต๐ช๐ฐ๐ฏ๐ด ๐๐ค๐ต ๐ฐ๐ง ๐๐ช๐ด๐ค๐ข๐ญ ๐ ๐ฆ๐ข๐ณ 2025 (๐๐๐).
Petitioners argue that the GAA is unconstitutional for failing to allocate mandatory funding for PhilHealth, unlawfully increasing appropriations beyond the Presidentโs recommendations, and allocating the highest budget to infrastructure over education. They add that the GAA is unconstitutional since the Bicameral Committee Report on the General Appropriations Bill contained blank items.
The Court directed respondents House of Representatives, Senate, and Executive Secretary Lucas Bersamin to comment on the petition within a non-extendible period of 10 days from receipt of notice.
