Bawal talaga kasi in some countries gumamit ng VPN or ng proxies.

I-search mo to sa Google: "Is it îllégâl to use a VPN in UAE?" or "Is it îllégâl to use a VPN in Dubai?"
Tapos maraming news articles na lalabas indicating the statements provided by the UAE/Dubai police.
So, use VPNs or proxies at your own risk sa lugar na yan.

"The President of the United Arab Emirates (UAE) has issued a series of new federal laws relating to IT crimes, including a regulation that forbids anyone in the UAE from making use of virtual private networks (VPN) to secure their web traffic from prying eyes. The new law states that anyone who uses a VPN or proxy server can be imprisoned and fined between Dh500,000-Dh2,000,000 ($136,000-$545,000, £415,000, €495,000) if they are found to use VPNs fraudulently."

UAE Cybercrime Law of 2012 (see Article 9, and Article 35)

First off, proxy servers are next to useless. They can only mask the IP address of your browser or app, but not the entire computer's internet activities. Hindi rin encrypted ang traffic between your computer and the proxy server. Plus, I'm sure Internet Service Providers (mostly telecoms) in those two countries keep logs of their users' activities, so baka ma-question ka kung paulit-ulit kang naga-attempt pumasok sa proxy sites.

VPN is the better alternative. May free browser extensions like Hola VPN or Hoxx VPN that you can install from Chrome Extensions or Firefox Extensions (go to Settings → Extensions → Get More Extensions pag Chrome; pag Firefox, hanapin mo more or less same procedure. Not familiar with Firefox). Note: these VPN extensions will only encrypt your browser traffic, not your entire computer activity. So if you want all Internet activity encrypted (for ex., pati torrent downloading), install a standalone VPN software like privateinternetaccess.com (personal fave ko), VyprVPN, E×ρréššVPN, or CyberGhost (not sure of their 2017 status in Dubai though). Plus, use Tor browser (download at You do not have permission to view the full content of this post. Log in or register now.).

Totoong may mga penalties for using VPN. Maski naman sa China or Iran, mabigat din ang penalties for VPN use. Pero the reality on the ground is there are too many internet users, too few enforcement tools. Marami gumagamit ng VPN sa China/Iran. Actually almost everyone does. May mga kilala akong regularly nagpopost sa Facebook and nanonood ng YΘuTµbe while in China.

You are, to them, a very low-value target. Lalo't indi ka citizen ng bansa nila, and deportation is a very easy option to use in your situation.
