Ipaliwanag sa madaling salita at mag bigay ng dalawang halimbawa

Section 61. Importation and Exportation of Fishery Products. -

1. Export of fishery products shall be regulated whenever such exportation affects domestic food security and production: Provided, That exportation of live fish shall be prohibited except those which are hatched or propagated in accredited hatcheries and ponds;

2. To protect and maintain the local biodiversity or ensure the sufficiency of domestic supply, spawners, breeders, eggs and fry of bangus, prawn and other endemic species, as may be determined by the Department, shall not be exported or caused to be exported by any person;

3. Fishery products may be imported only when the importation has been certified as necessary by the Department in consultation with the FARMC, and all the requirements of this Code, as well as all existing rules and regulations have been complied with: Provided, That fish imports for canning/processing purposes only may be allowed without the necessary certification, but within the provisions of Section 61(d) of this Code; and

4. No person, shall import and/or export fishery products of whatever size, stage or form for any purpose without securing a permit from the Department.The Department in consultation with the FARMC shall promulgate rules and regulations on importation and exportation of fish and fishery/aquatic resources with the Government's export/import simplification procedures.

Sa seksyon 61 ng batas hinggil sa importasyon at eksporasyon ng mga produkto mula sa pangisdaan, ipinapaliwanag na mahigpit na ipinagbabawal ang pag-ekspor ng ilang uri ng isda at iba pang yugto ng mga hayop sa dagat upang mapanatiling sapat ang suplay sa lokal na pangangailangan. Dapat ding magkaroon ng pahintulot mula sa Kagawaran ng Agrikultura bago magawa ang anumang importasyon o eksporasyon ng mga produkto mula sa pangisdaan.

Halimbawa:
1. Bawal mag-ekspor ng mga isdang buhay maliban sa mga itlog na hinayupak o bunga ng pagpaparami sa mga akreditadong hatcheries at ponds. Halimbawa nito ay ang pagbibigay ng pahintulot na mag-ekspor ng mga isdang ipinanganak sa isang akreditadong hatchery.
2. Hindi pinapayagan ang pag-ekspor ng mga spawners, breeders, itlog, at fry ng bangus, prawn, at iba pang endemikong uri ng isda para mapanatili ang lokal na biodiversity at sapat na suplay sa bansa. Halimbawa nito ay ang pagbabawal sa pag-ekspor ng mga bangus fry upang mapanatili ang populasyon ng bangus sa Pilipinas.

Sa pamamagitan ng mga regulasyon na ito, layunin ng batas na panatilihin ang sapat na suplay ng mga isda sa bansa at protektahan ang lokal na biodiversity laban sa labis na importasyon at eksporasyon ng mga produkto mula sa pangisdaan.
