the problem is your firmware is newer than your firmware flasher,
try flashing it with uganda firmware latest (L02BUganda1_M023_LCD_V003_8801_2.144.000_20161117_1030_SIGN), until 26% disconnect your usb
check if it can turn On or not. If it turn On that means it did not erase and you must repeat the step A and B again.

Extract the L02HSUN1_FXPR2_M028T_V003_8801_2.137.001_20160513_1130 firmware. Flash this firmware to your mifi with the Option Erase All Flash.

then flash again with your stock firmware,
so tell me if this work
