No. 10592 (NGCTA) by excluding persons convicted of heinous crimes from the benefits of such law. Thus, it is then clarified that persons convicted of heinous crimes is still entitled to Good Conduct Time Allowance. In short, people like Unsay Ampatuan may avail the benefits of this law.
