Philippines secures top spot for transparency in 2023 Open Budget Survey

The Philippines has emerged as a standout performer in the 2023 Open Budget Survey (OBS), solidifying its position as a frontrunner in budget transparency and public engagement in Southeast Asia.

The recently released OBS survey results underscored the country's progress in upholding open governance principles and fostering inclusive participation in the budgetary process.

Scoring an impressive 75 out of 100 in the open budget index, the Philippines recorded an increase of seven points in transparency, surpassing its 2021 score of 68.

Budget Secretary Amenah F. Pangandman said this achievement has not only outstripped the government's target score of 71 outlined in the Philippine Development Plan 2023 - 2028 but also secured the top rank for budget transparency in Asia and the 15th position globally, well above the international average score of 45.

Furthermore, the Philippines maintained its lead in Southeast Asia for Public Participation, ranking 13th worldwide with a score of 33 out of 100, far exceeding the global average of 15.

Pangandaman said this accomplishment highlighted the government's commitment to engage with the public and ensure transparency in the budget formulation process.

“This is very welcome news, especially as we are also celebrating this year’s Open Gov Week and solid proof that the Administration of President Ferdinand R. Marcos Jr. works for and with the people to promote good governance in the country,” Pangandaman said.

“Rest assured that the DBM will continue its best practices in ensuring a transparent, participatory, and accountable People’s Budget,” she added.

The OBS is the world's only independent and comparative research tool that evaluates public access to core government budget information, formal avenues for public engagement in the national budget process, and the roles of oversight institutions like legislatures and national audit offices.
