For your PC only
1. Press the windows key then search "Windows Defender Firewall with Advanced Security".
2. Click the "Outbound Rules" then in right side "New Rule".
3. Click port then click next, then just input the ports that you want to block below. MAKE SURE IT'S TCP NOT UDP.
4. Click next then make sure It's set to "Block the connection" then next again.
5. Make sure everything is check then click next after that type the name for that rule (Can be anything) then click finish.
6. You're done.
For your entire network
I certainly don't know what router do you use and so is your ISP so I'm not sure what to put here but you can search in Google or Youtube how to block ports using your router.
