Yes. Informally, “What’s” is a contraction of “What is,” “What has,” and “What does.”

Examples:
  • “What’s (what does) that mean?”
  • “What’s (what does) that have to do with anything?”
  • “What’s (what has) that child done now?”
  • “What’s (what has) been happening while I’ve been away?”
  • “What’s (what is) up (happening), Doc?”
  • “What’s (what is) the point of my being here?”
