PAGASA ISLAND
Hong Kong (CNN)Philippine President Rodrigo Duterte has threatened to send his troops on a "suicide mission" if Beijing doesn't "lay off" a Manila-occupied island in the South China Sea. Duterte's speech at a rally in the city of Puerto Princesa in Palawan came days after the Philippine government claimed as many as 275 Chinese boats and ships had been spotted in recent months around Manila's Thitu Island in the Spratly Island chain. "Let us be friends, but do not touch Pagasa Island and the rest," Duterte said, according to CNN Philippines, using the Philippine word Pagasa for Thitu. "If you make moves there, that's a different story. I will tell my soldiers, 'Prepare for suicide mission'." Duterte said his words were not a warning...
Sharp rise in Arctic temperatures now inevitable – UN
Temperatures likely to rise by 3-5C above pre-industrial levels even if Paris goals met Sharp and potentially devastating temperature rises of 3C to 5C in the Arctic are now inevitable even if the world succeeds in cutting greenhouse gas emissions in line with the Paris agreement, research has found. Winter temperatures at the north pole are likely to rise by at least 3C above pre-industrial levels by mid-century, and there could further rise to between 5C and 9C above the recent average for the region, according to the UN. Such changes would result in rapidly melting ice and permafrost, leading to sea level rises and potentially to even more destructive levels of warming. Scientists fear Arctic heating could trigger a climate...
12 signs we’re in the middle of a 6th mass extinction
Here are 12 signs that the planet is in the midst of the sixth mass extinction, and why human activity is primarily to blame. Insects are dying off at record rates. Roughly 40% of the world’s insect species are in decline. A 2019 study found that the total mass of all insects on the planets is decreasing by 2.5% per year. If that trend continues unabated, the Earth may not have any insects at all by 2119. “In 10 years you will have a quarter less, in 50 years only half left, and in 100 years you will have none,” Francisco Sánchez-Bayo, a co-author of the study, told The Guardian. That’s a major problem because insects like bees, butterflies, and other pollinators perform a crucial role in fruit, vegetable, and nut production. Plus...
New human species found in Philippines
There's a new addition to the family tree: an extinct species of human that's been found in the Philippines. It's known as Homo luzonensis, after the site of its discovery on the country's largest island Luzon. Its physical features are a mixture of those found in very ancient human ancestors and in more recent people. That could mean primitive human relatives left Africa and made it all the way to South-East Asia, something not previously thought possible. The find shows that human evolution in the region may have been a highly complicated affair, with three or more human species in the region at around the time our ancestors arrive. One of these species was the diminutive "Hobbit" - Homo floresiensis - which survived on the...
Climate change damage equivalent to asteroid that wiped out dinosaurs
Climate change could potentially have the same impact as an asteroid impact that slammed into the Earth more than 60 million years ago. Human-caused climate change such as air pollution, rising sea levels and habitat loss could trigger mass extinctions once more, they said in a new study. Co-author Research Associate Dr Andrew Fraass (Corr) from the University of Bristol said: ‘From this study, it’s reasonable to infer that it’s going to take an extremely long time – millions of years – to recover from the extinction that we’re causing through climate change and other methods.’ Read more at: https://metro.co.uk/2019/04/08/climate-change-damage-equivalent-to-asteroid-that-wiped-out-dinosaurs-warn-scientists-9133956/

The full article with documents can be found here: https://pcij.org/stories/law-firm-not-registered-some-biz-interests-not-disclosed-debtor-gets-deal-to-import-ricel/ On several occasions, President Rodrigo R. Duterte has claimed that he was born to poverty. Yet at other times, he has boasted that he was raised in wealth. The disclosures in his asset records across 20 years are woefully inconsistent, or less than fully open. Daughter Sara, Davao City mayor, and son Paolo, resigned Davao City vice mayor, are similarly ambiguous in the declarations they have made under oath in their respective Statement of Assets, Liabilities, and Net Worth...

Philippine treaties and the doctrine of incorporation
A topic substantially discussed in law school is international law’s application within our municipal jurisdiction. In other words, may international law give rise to a demandable cause of action or defense before our local courts? The answer is in the Constitution. Article II.2’s relevant part provides: “The Philippines … adopts the generally accepted principles of international law as part of the law of the land …” From there, a couple of consequences are discernable. One is we adhere to the “dualist” theory (as opposed to the “monist”), which says international law is separate and distinct from municipal law. Another is the application of the “doctrine of incorporation,” which “mandates that the Philippines is bound by generally...
Nancy Binay wants total ban on Chinese construction workers in PHL
Senator Nancy Binay on Sunday called for a total ban on the entry of Chinese laborers and construction workers into the Philippines, saying that Filipino workers are losing employment opportunities to them. "Ang panawagan ay total ban sa pagpasok ng mga Chinese laborer at construction workers. Our duty is to protect our own workers and provide job security for them — but sadly, we're opening our labor market to non-Filipinos," she said in an emailed statement. There has been a recent surge in the entry of Chinese laborers into the Philippines, with the Department of Labor and Employement (DOLE) issuing 25,000 Alien Employment permits to Chinese in the last two years, over half the total 40,000 permits. The DOLE downplayed this in...
Philippines conglomerates ramp up expansion in Asia
MANILA, Philippines — Philippine conglomerates are seen accelerating their expansion in the Asian region to diversify their income sources amid growing competition and regulatory challenges in the country. Investment bankers said many local conglomerates, including those that are already active in Asia, have set their sights on the region for expansion and are working on more deals in the future. “The thing to watch out for are the M&As (mergers and acquisitions) by some Philippine companies. They are going abroad because the returns here are no longer that attractive,” said one banker from a foreign investment house. Another banker said many of these Philippine giants are looking to acquire fintech companies that are active in the...

MMDA reminds motorists they can report reckless drivers to enforcers
The Metropolitan Manila Development Authority (MMDA) urged motorists to call or approach any enforcer to complain of a driver's reckless driving instead of taking matters in their own hands. "As a motorist, you can call any enforcer. You can call the attention of any enforcer and report this matter for reckless driving," MMDA Traffic Chief Bong Nebrija said in a report on GMA's "24 Oras Weekend" on Sunday. "Kasi po 'yung reckless [driving], this could result in an accident so it's just an accident waiting to happen," he added. Nebrija's remarks came after an altercation between a bus driver and the passengers of a car in Pasay City. The Philippine will no longer be part of ICC (International Criminal Court)
He would be more than happy to stick his neck out, President Duterte said, should the International Criminal Court (ICC) decide to hang him one day. “For the things I have said, ordered and done, I am willing to put my neck dito sa mga bagay na ito (for these things),” he thundered during a campaign rally in Isabela province last week. “Baka balang araw itong mga ICC na ito, itong mga bugok na ito (Maybe someday, this ICC, these idiots) if they decide to hang me I would be very glad to go.” And yet, starting today, barring any last-minute intervention from the Supreme Court (a doubtful prospect), the Philippines will no longer be a member of the ICC — because Mr. Duterte, in the face of a possible investigation by the court into the...
