"the end justifies the means"
at
"the end does not justifies the means"

kaya mas tama yung "does not"

Just like in most situations, the answer is... it depends. Is it right or wrong? I, for one won't judge the kid at all.

Isa pang halimbawa, rail operator ka. Yung rail branches into 2. One of the rails is unoperational and can't be used. All of a sudden padating na yung train. Unfortunately yung anak mo naglalaro sa operational rail. Hahayaan mo ba na dumiretso ang train sa rail1 where your child plays? Or, will you send the train to the broken rail2, potentially killing all its passengers?

In either case, there is a fatality. The only difference is which you can compromise: your child or a lot of people?

In short, without knowing the context, it would be extremely hard to judge things. And the concept of right or wrong is always relative.
