Yeah create an email on india by using vpn or Try this maybe it will work,

1. Create gmail first then logout after.
then open vpn and set to india.
2. Open another tab then type this,

3. pay.google.com and login your account.
4. Go to the payment and subscriptions.
5. Then go to payment methods and put 16 Digits, starting in 5xxxxx then date/year and put random 3 Digits and change location to india.
6. Put this address,

Adds: Adarsh Nagar, Serilingampally
City: Hyderabad
Zip Code: 500019
State: Telangana
7. And save it.
Note:
I assume that you will get an error, kindly log out. After that forward the gmail account to me. I hope this will work
