Yes, open circuit kasi yan, yung voltmeter ay nakaparallel sa source kaya yun yung mababasa nyan.

paano kung lag yan ng isa pang 1ohm resistor sa dyan sa open circuit ilan ba ang voltage drop?

Since magiging series both resistor. Use voltage divider theorem. 2mV nalang ang magiging voltage sa 1 ohm resistor
