Check mo mga ram mo its either sira yung isang slot ng RAM or sira yung isang RAM mismo .

as for bakit hindi buo yung makukuhamo mung RAM capacity ay yung nakaltas na RAM capacity was reserved for your GPU

Hmmm , sa ram slot ok naman since nababasa nman na 8gb talaga (4gbx2).

Not sure about sa gpu since naka rx460 with 2gb gpu. Siguro format ang needed ng hdd ko and install updated drivers

Naka experience ako ng ganyan boss, ginawa ko na lahat option. Advance option. Isa lang gumana sakin. Before mag install ng os, delete partation into one, and format, and shrink it into 2. Before install. Nag 8 gb na ram ko.

1st. Troubleshoot mo muna sa hardware i test mo muna sa iba
2nd. msconfig > boot > advanced options > uncheck maximum memory kagaya nung sinabi nung nasa taas
