K '99 - is better than Kyo '95 i think..
Orochi Iori - SS Tier, get this character!!
Orochi Leona -SS Tier ,fast attacks,get this character!!
Geonitez - op character lol,SS Tier
Halloween Kula - idk if she's S or SS Tier,op character
Halloween Angel - high dmg ,good for pvp, ??Tier
