PHHi, I developed an app to help clients find freelancers and vice versa. With this app, clients can post for jobs and see freelancers / techs on a map just like in Uber. As freelancers / techs, you can search for Job Postings and see the details of clients.
This is actually designed as an app in android so viewing it on a laptop may not be as good as it is viewed from a mobile.
