How can I send money from my Paypal/Gcash to any Cebuana or MLhuillier without cashing out?

I think no direct options to transfer money from paypal account to any remittance centers without transferring your funds to bank account done first. You should transfer your money to your local fund accounts either bank, debit or prepaid cards like paymaya then you may now able to send it to any remittance centers you want.

Am not familiar with G-cash, but yeah I think you can (although not the remittance centers you mentioned earlier) through their corresponding partners via over the counter transactions.
eg: Villarica, Tambunting, RD pawnshop

But if you meant on how to transfer your funds directly from your paypal/gcash using other remittance centers without cashing out or done through banking transactions? I don't think so and i doubt about it. I think they should've done always these type of protocol as part of anti-money laundering.
