Why can't you top up? Here is what you need to know.

First, top-up in ToTalk is always WORKING. But there is a limitation on the number of the total top-up transaction per day. This is because that the top-up system is still in public testing phase. The maximum number will become larger and larger. If you get the message that the number of top-up has reached upper limit, you can either try to top up earlier in the next day or keep waiting for a while.
