2. Use Rectangle tool for border.
3. Profit.

B. Using the exact or identical font of text:
1. Select the exact/identical font of text.
2. Type the text.
3. Put an outline on text.
4. Remove the text fill.
5. Use Rectangle tool for border.
6. Profit.
