Error code 13: The DHCP server still has the record of your mac address and think that the connection is duplicated then the server will kick you to prevent 2 connections on same mac address.
Solution - Open your Softether VPN client and look on the bottom row where the vpn client adapter is. Right click on the adapter and select re-install.
