On the Naruto Universe, the most feared shinobi that ever lived wasn't Hashirama, nor Madara.
It was Minato Namikaze.
He is the only shinobi that instilled great fear on each of the great five shinobi villages.
So much that even in the middle of war with each other, they all shared the same fear leading them to decide an order of immediate retreat to ANY SHINOBI OF ANY RANK should they encounter or come across Minato.
A battle with Minato is as good as declaring defeat during the 3rd great shinobi war.
