There are 2 main components to consider if you want that ultra settings in your games (and will not get obsolete in a few years).
Processor: any that can clock 2.5-3.2Ghz and above (intel with turbo boost is also good), preferably multi-core, if you get single/dual atleast target 4.1Ghz (yes you can find it somewhere) without overclocking as much as possible. This is to avoid bottleneck.
Video card: 128 vs 256 bit to DDR3 vs DDR5, find the sweet spot. The important is that it is compatible to your motherboard and can also pretty much run dx12 games very well.
AMD gaming rigs have some minor throttling issues (with ryzen and R series cards) but in general they are good basing on price-per-performance rating. On the other hand, nvidia with intel is much more consistent but at a more expensive price tag. A mix of the two is also not bad.
In my humble opinion 18-33k php budget is all you need including other components.
RAM: 8gb is enough (16gb if you sometimes do memory intensive programs or has a lot of background apps)
Monitor: the higher refresh rate and the lower the input lag the better (choose between g-sync vs freesync)
Motherboard: MSI or ASUS, buy only the including-features that you need. (extra ports are irrelevant if youre not upgrading anytime soon).
You might want to consider a 500gb ssd at 1800-2200 php and your system will be as fast as a lightning.
And last but not the least: A monster ultra surround sound speakers that will take you to the next level of gaming. (lol just kidding, this is optional)
