🔒 Closed Outlook e-mail service

Here's my problem: When I attempt to open .pst extension file a pop-up box stating: "Cannot start Microsoft Outlook". Is there something I can do myself to fix .pst file?

Try in outlook.
Open outlook data file and search your .pst file.
hope it will open.

You can try opening "Office Outlook" and then use the menu bar "File" -> "Open" (it might say open & export depending on version) -> Open Outlook Data File -> Browse (use the common dialog box to locate the .pst file you wish to open).
