The article is right for sure. But since frameworks like Angular and React, you don't even think about it. It's just normal since they are part of the framework.

FYI - the article shows web development as it has been done before 2010 - 2012. I would call nowadays low level web programming.

If you havn't looked into SPA ( Single Page Application ) frameworks yet, I urge you to do it. You gonna be amazed. It's mind blowing how powerful and easy client side web development can be. The most popular ones:
