Given na madali na lang din mafake yung ID ngayon, I don't think this will somehow lessen the scams.
My suggestion po is this:
(EVERYTHING SHOULD BE WITHIN THE ADMIN/STAFF ONLY)
A section to apply as verified seller must be created.
You must require a ONE TIME VERIFICATION FEE po, like atleast 250 (or kung ano sa tingin ng staff na reasonable, wag lang po 100 kasi easy lang yan sa mga scammers. Atleast makaktulong din to sa mga staff ng site kasi na madadagdagan pa yung work nila)
(this is like a system sa ETSY na hindi pwede magbenta basta basta, kasi pag FREE lang, eh mas madali mag scam, pero pag may babayaran, tatamarin mga ibang scammers, mababawasan mga magbabalak)
Then once an eligible member will apply to be a seller, the staff will require them to show their IDs and their face in VIDEO , then require them to write a secret phrase po na exclusive lang sa kanila(different phrases every member) and that they will read it as well while showing their faces and the written phrase na pinagawa sa kanila.
Ask them as well for a valid social media account as "VOUCHER/EMERGENCY CONTACT" once nang scam yung seller, so pwede sya icontact. The account should not look dummy/fake profile (given na po yan).
And every member na makakagawa ng steps na to will be given a verified seller badge. And if pwede po, they have their own TAB/SECTION sana , like VERIFIED SELLER, para makapag iwan ng review ang mga bumibili sa kanila.
Also po, sa VERIFICATION FEE, once na marami pa rin ang nag i scam kahit may safeguard na, then magiging renewable every 3 months ang verification fee. For sure, mas tatamarin na iba mag scam.

Ok din kung merong verified seller/unverified seller badge sa premium account store tapos mag kaka verified seller badge kalang kung na achieve mo na yung required points admin nalang bahala mag isip pano system sa points tapos seller reviews mga established members or 6months pataas lang pwede maka review/comment para iwas dummy. Para yung mga nag ka issue or satisfied maka iwan ng review sa seller para yung mga next buyer my idea kung anong klaseng seller pag bibilhan nila. Tapos yung mga unverified seller dapat 1week-1month bago mag bayad ang buyer depende sa usapan para buyers naman pwede mang scam

Hindi biro mag-handle ng PII, kaya kadalasan ng e-commerce ngayon, gumagamit ng third party kyc services.
But if implemented, tapos inignore ng admin ang mga legal requirements, may malaking multa, at pagkakulong.
Dapat din mag-assign ng DPO, Data Processors at papirmahin sila ng NDA.
