
NO OFFICIAL RECEIPTS FOR ₱75M? ESCUDERO PRESSES ACOSTA ON CONFIDENTIAL FUND PURCHASES
Former OVP Special Disbursing Officer Gina Acosta testified that the documents submitted for ₱75 million in confidential fund expenses consisted only of acknowledgment receipts, with no official receipts presented for the food and medical supplies reportedly procured in December 2022.
During Monday’s impeachment trial, Presiding Officer Sen. Chiz Escudero questioned Acosta about the lack of official receipts. Acosta said she had reviewed the documents submitted by then-Vice Presidential Security Officer Col. Raymund Dante Lachica and noticed that some acknowledgment receipts were missing basic details such as dates, names, and signatures.
Acosta said she had asked Lachica about the incomplete documents. According to her testimony, Lachica told her that the transactions involved sensitive and confidential operations and that the documents he provided were all that could be submitted.
