Palace Press Officer Undersecretary Claire Castro gave President Ferdinand Marcos Jr. a perfect score for his report to the nation on July 27, 2026.
In line with this, Usec. Castro also responded to comments from the Akbayan Party-list, which labeled the Marcos administration as allegedly practicing ‘sachet governance’ for allegedly offering piece-by-piece solutions to the problems of the Filipinos.

“Sinasabi nila na patingi-tingi yung resolusyon or solusyon. Hindi po ba bago sila magbigay ng anumang negatibong impresyon or salita, siguro mas magandang tumulong sila? Magbigay sila ng kanilang suggestion. Open ang Pangulo sa lahat ng suggestion. Kung meron silang iniisip na pinakamagandang suggestion, ibigay na nila,” Usec. Castro’s response to Akbayan Party-list
[“They say the resolution or the solution is piece-by-piece. Isn’t it right that before they give negative impressions or words, isn’t it better if they help? Give their suggestions. The President is open to all suggestions. If they have the best suggestion, give it.”]
Meanwhile, Department of Public Works and Highways (DPWH) Secretary Vince Dizon had a simple takeaway from the SONA: “do its job”.
Dizon stated that the DPWH has already referred its documents to the Ombudsman, which may help the investigation against the public officials who exploited government projects for financial gain. He added that their agency will ensure that these anomalies will never happen again.
“Tuloy-tuloy ang reporma. Tuloy-tuloy ang paglinis. Hindi tayo titigil dito,” he said

“At kung merong man diyan na may balak pa o may ginagawa pa, pasensyahan tayo dahil kung ano ang nangyari sa mga nakakulong ngayon, ganun din ang mangyayari sa kanila,” he added

Among reforms mentioned by the President were hiring new graduates qualified to work in DPWH, project transparency through the Transparency Portal, integrity chain, and collaboration with civil society groups. These reforms aim to ensure that taxes will go to genuine and beneficial projects.
The DPWH had previously partnered with investigative bodies such as the Independent Commission for Infrastructure (ICI) to identify the public officials and contractors who are illegally benefiting from the infrastructure projects of the government.
