The C5 Quirino Flyover (Las Piñas) was approved and its construction started under the Rodrigo Duterte administration (2016–2022).

• Inaugurated / Opened: April 24, 2024 (under the Marcos Jr. administration).

It is part of the C5 Road Extension project under the Build Build Build infrastructure program of President Duterte. The DPWH awarded the contract for the 680-meter, 2-lane flyover during that period.

### Why This Matters in the Current Controversy
The flyover was built directly on (or very close to) the original approved alignment of the LRT-1 Cavite Extension. This has forced a redesign of the LRT route and caused major right-of-way (ROW) problems, which is one of the main reasons for the ongoing delays in the LRT extension.

This is why critics point to the timing: the flyover was built while the LRT-1 extension planning was already underway, leading to the current conflict and Ombudsman investigation involving the Villar family.
